You can add pages as you have the funds. You can have your one or two most important pages designed and live quickly (depending on time schedule). This also buys you time to coordinate the content for the rest of your pages.

This is a good method if you don't have the content for all your pages yet. It's really not a good idea to have pages within your website that say "Under Construction".
